Monografia je prvým pokusom analyzovať politické inštitúcie na Slovensku po vstupe SR do EÚ v roku 2005. Skúma akým spôsobom sa menili postoje a stratégie jednotlivých inštitúcií a aktérov pod vplyvom členstva Slovenska v EÚ, analyzuje integračné stratégie Slovenska ako malého a nového členského štátu EÚ a to ako interakcie politických inštitúcií a aktérov ovplyvňujú udržateľnosť týchto integračných stratégií.

The article argues that despite the formal dominance of the Slovak parliament over the government as originally laid down in Slovak constitution, the government manages to dominate Slovak constitutional system at the expense of the parliament. Firstly, this happened through an extensive use of government’s legislative powers. Later on, the EU accession of Slovakia - predominantly an executive affair -
strengthened this dominance and led to 2001 constitutional amendment. Despite another constitutional change initiated by the parliament in 2003, which was to re-establish the institutional balance, the parliament is still unable to control and influence the government with regard to EU matters.

When the information on rewards to high public officials, both political and top career civil servants in Slovakia together with full information on local government officials’ salaries and bonuses were made publicly available from January 2006 through Free Access to Information Law, it seemed as a historical moment which was the culmination of the debate on the transparency of high public officials rewards. As the transition into modern democracy in the past fifteen years has led to many questions and problems connected with transparency, accountability and trust towards the public posts, both political and apolitical, this amendment was to be seen as part of a bigger reform that has focused particularly on re-defining accountability systems to provide a number of specific safeguards against the misuse of power by either politicians or civil servants, including reward system for public officials. This paper focuses on the analysis of the formal and informal mechanisms of rewarding the performance and work of the high public officials in Slovakia since the gain of independent sovereign statehood in January 1993. The main question is whether the institutional arrangements in rewarding of public officials brought about accountability mechanisms as hoped at the beginning of the transition era.

Monografia pomocou prípadových štúdií,ktoré kombinujú kvalitatívne a kvantitatívne výskumné techniky, skúma rozličné aspekty profesionálnych kariér sudcov na Slovensku. Profesionálne kariéry sú vnímame ako jeden z produktov interakcie medzi politickými aktérmi v určitej politickej realite, pričom analýza obsahuje okrem kvantitatívnych dát aj faktory sociálneho a kultúrneho kapitálu, historických dedičstiev komunizmu či úlohy pohlavia v rozhodovaní(sa) o sudcovských kariérach.

The chapter uses the analytical framework of the “negative” and “positive” legislator to address whether and if so why the SCC acted as a legislator during the three court terms. Data collected allowed us to identify how the SCC positioned itself vis-à-vis hanging legislative majorities between 1993 and 2015, and whether there has been a period in which it used its legislating capacities beyond the average standard. The analysis offers new findings about each of the three constitutional courts. During the period of the third, with a few exceptions, the SCC’s rulings gradually shifted towards ones favorable to the parliamentary majority (2006–2010) and the head of state. Moreover, the recent emptying out of the bench due to the conflict over the president’s authority regarding the appointment procedures further exacerbated the resignation of the majority over the legislating function of the SCC, and gave rise to some arguably unconstitutional decision-making practices.

The chapter examines the ability of Slovak citizens to exercise their democratic rights to access their personal data. As a part of 10 countries study, it uses a socio-legal research design, with the researchers acting as citizens, or data subjects, and using ethnographic data collection methods. The conclusion points to the evidence of a myriad of strategies and discourses employed by a range of public and private sector organizations as they obstruct and restrict citizens' attempts to exercise their informational rights.
