Project name: Effective land management.

The project focuses on solving the problem of land reclamation, which represents an important tool in the rational and spatial arrangement of land ownership and a complex tool for environmental care and a territorial system of ecological stability. from the period of 1948 to 1989. The purpose is to eliminate the extreme fragmentation of land, to strengthen the position of the owners of land, approach the functional arrangement of the territory in connection with adaptation measures for the negative consequences of climate change. In connection with the above, the Government of the Slovak Republic committed itself in 2019 to carrying out land adjustments within a time horizon of 30 years. The goal of the research team is to identify legal instruments that will help to streamline the process of land adjustments, the duration of which today is almost seven years for one cadastral territory.

Real Convergence in the European Union: Empirical Evidence and Implications

At the beginning of the functioning of the European Union, many assumed that deeper integration of member countries would also lead to greater real convergence. Developments before the financial and economic crisis already showed a slower economic and social convergence than expected, while the Great Recession and subsequent boom confirmed even a deepening of divergent tendencies. The main goal of the project is to verify under what assumptions the hypothesis that greater integration of countries also leads to greater economic and social convergence is valid. The sub-goals of the project adapt to this, within which we examine factors that can weaken or strengthen this process, both from the point of view of institutional architecture and structural imbalances of the real economy, while we focus on integration within the European Union and externally. In the context of convergence to resilient economic structures, we also analyze the benefits and costs of the post-crisis financial reform of the European Union, the investigation of causal connections and interdependencies within the framework of the new institutional architecture of regulation, as well as the analysis of the impact of new technologies and informatization on convergence.

Project title: Energy Performance of Buildings in the Slovak Republic: Improving the Organisational and Legal Framework in Light of New EU Requirements

The project focuses on addressing the organisational and legal issues related to the energy performance of buildings (hereinafter referred to as “EPB”), which represents an important instrument for reducing energy consumption and energy costs, increasing the share of renewable energy sources in buildings, reducing greenhouse gas emissions, addressing energy poverty, protecting the rights of energy consumers, and improving quality of life.The government’s obligation to ensure an organisational and legal framework for EPB arises from the requirements of EU law, in particular Directive (EU) 2024/1275 of the European Parliament and of the Council of 24 April 2024 on the energy performance of buildings.In order to fulfil this obligation, it will be necessary to improve the current organisational and legal framework governing EPB so as to enable the most effective implementation of EPB projects.The project implementation is planned in four stages. The first stage is focused on analysing the current state of the organisational and legal framework for EPB in Slovakia, analysing EU requirements, and identifying gaps in the compliance of the Slovak legal framework with EU requirements in this area.

VEGA No. 1/0212/23, Project title: Financial Innovations as a Determinant of Current and Anticipated Regulation on the Financial Market (Challenges and Risks)

The project focuses on the analysis of financial innovations and on identifying newly emerging financial innovations/business models in the financial market, which pose a continuous challenge to financial regulation and its practical application.

Selected innovative business models will be examined from the perspective of:

• the application of current regulation (through an interdisciplinary analysis of private-law and public-law frameworks);
• the potential need for new regulation, with an emphasis on resolving conflicts between private-law and public-law sectoral regulation in the financial market;
• the need to regulate (sanction) potentially unauthorised business activities, or to assess the possibilities of administrative sanctions under the existing legal framework;
• tax aspects (including the use of financial innovations in preventing tax fraud and tax evasion);
• the misuse of financial innovations from the perspective of financial consumer protection and for the purposes of anti-money laundering and counter-terrorist financing (AML/CTF); and
• economic aspects (including quantitative and comparative analyses of the use of financial innovations).
